1．招标条件Tendering Conditions
阿联酋液化天然气输送管道项目招标人为中国石油管道局工程有限公司，项目资金来源已落实。现为油气管道项目球阀进行资格预审及初选，特邀请有兴趣的潜在投标人（以下简称申请人）提出资格预审申请。
The project has implemented relevant procedures according to rules, regulations, and laws, as well as the capital has been confirmed. The tenderee is China Petroleum Pipeline Engineering Company Ltd. Now we hereby invite your esteemed company to submit a pre qualification application to bid for the Materials described in Section 2.2 (Scope of Supply).
2．项目概况与招标范围Project Overview and Tendering Scope
2.1 项目概况 Project Profile
ADNOC Gas计划增强现有的管网设施，以满足未来潜在用户在极限条件下的供应需求，并满足未来的需求增长。作为管网增强计划的一部分，ADNOC计划建设新管道，将气体从RLPP（位于Habshan 5的Ruwais LNG预处理厂）输送至Ruwais LNG工厂（RLNG），利用HGCP的ESTIDAMA压缩机来完成此气体传输。
As part of the enhancement of pipeline network, ADNOC Gas (AG) intends to build following new Pipelines and associated facilities to supply Pre-Conditioned Gas from LPP (LNG-Pre-conditioning Plant at Habshan 5) to Ruwais LNG Plant (RLNG) utilizing ESTIDAMA Gas Compressors at Habshan Gas Compression Plant (HGCP).
2.2 招标范围 Scope of Supply
本次资格预审采购范围为手动球阀，见下表。
For prequalification to bid for the the materials, please refer to the table below.

注：最终采购数量以设计最后确认的数据单为准。
Note：The final purchase quantity shall be according to the data sheet confirmed by the designer and approved by the Buyer.
3．申请人资格要求Applicants qualification requirement
3.1 本次资格预审要求申请人具有独立法人资格，在ADNOC批准的标段物资供应商名单内；在法律和财务上独立、合法运作并独立于招标人（招标机构）的制造商或该制造商在业主供应商名单内指定的阿联酋当地代理商；有此项目的专业生产、制造、安装、调试能力，对其提供的货物和服务负全面责任。申请人财产状况良好，没有处于财产被接管、破产或其他关、停、并、转状态；在最近五年没有与骗取合同有关以及其他经济方面的违法行为；在最近五年有良好的销售业绩和履约记录。
This prequalification requires the applicant to have independent legal personality and be on the list of approved material suppliers for the bid section by ADNOC; A manufacturer that operates independently and legally from the Tenderee (Tendering Agent) in terms of law and finance, or a local agent designated by the manufacturer on the owner's supplier list in the United Arab Emirates; Has the professional production, manufacturing, installation, and commissioning capabilities for this project, and are fully responsible for the goods and services provided. The applicant's property is in good condition and is not in a state of being taken over, bankrupt, or in any other state of closure, suspension, consolidation, or conversion; There have been no illegal activities related to contract fraud or other economic aspects in the past five years; Has a good sales performance and performance record in the past five years.
3.2 本次资格预审不接受联合体资格预审申请。
Applications from joint venture are not accepted.
4．资格预审方法Evaluation of Applications and Prequalification of Applicants
本次资格预审采用合格制。申请人对资格预审文件作出实质性响应被作为申请人的申请文件，通过资格预审的必须资格标准，则可以被邀请提交投标文件。
The prequalification adopts a qualification system. Applicants,whose applications have been determined to be substantially responsive to the Prequalification Document and have passed the necessary qualification criteria for prequalification can be invited to submit a Bid.
5．资格预审文件的获取Acquisition of Prequalification Documents
5.1 凡有意参加投标者，申请人可自2025年6月5日上午9点起至2025年6月10日下午5点（阿布扎比时间，下同），通过中国石油招标投标网（http://www.cnpcbidding.com)点击“招投标平台”进入“中国石油电子招投标交易平台”按照公告，发送项目名称和资格预审编号至公告指定邮箱zhaojin@enlinkenergy.com，获取资格预审文件。
The time of Acquisition of Prequalification Documents is from 9:00:00 on 5th June, 2025 to 17:00:00 on 10th June 2025, (Abu Dhabi time, the same below). Applicants shall click on http://www.cnpcbidding.com according the announcement, send tendering name and PQD No. to designated email: zhaojin@enlinkenergy.com to acquire the Prequalification documents.
5.2 资格预审文件免费。
Prequalification documents are provided free of charge.
6．资格预审申请文件的递交Submission of Applications
6.1 递交资格预审申请文件截止时间（申请截止时间，下同）为 2025 年 6 月 11 日 09:00 时 00 分。请于截止时间前，将申请文件发送至指定邮箱：bidcommercial3@enlinkenergy.com。

6.2 逾期送达或者未送达指定地点的资格预审申请文件，招标人不予受理。
The overdue delivery of the application documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
6.3 如需延期，请申请人发送延期申请至指定邮箱zhaojin@enlinkenergy.com。否则视为同意按期提交资格预审申请文件。
If an extension is required, please send the extension request to the designated email address zhaojin@enlinkenergy.com. Otherwise, it shall be deemed as agreeing to submit the application documents on schedule.
7．资格预审申请确认Confirmation on Invitation to Application
Please acknowledge receipt of the Invitation to Application and advise Bidder’s intention concerning this invitation by completing and returning the attached Acknowledgement and Intention to Application by email before 5:00 PM on 10th June, 2025(Abu Dhabi time).
